Law Enforcement & First Responders
OSS works with verified law enforcement, fire, EMS, search and rescue, and public safety organizations. Training is built around the personnel, policy, equipment, terrain, and mission of the organization.
Professional training
Training begins with the organization.
These courses are separate from the open enrollment Citizen Readiness Program. Participation is limited to verified personnel and approved organizations.
Course length, prerequisites, standards, location, and equipment are set after the training objective is clear.
Operations
Individual skill. Team performance.
Instruction starts with safe, repeatable work. It then adds communication, coordination, judgment, and realistic demand.
Room Clearing & Structure Operations
Thresholds, angles, movement, communication, responsibilities, team flow, search considerations, and scenario work tied to agency policy.
Scope: available as an individual skills block, a team course, or a workshop built around a specific problem.
Duty Pistol & Patrol Rifle
Marksmanship, manipulations, positions, movement, use of cover, transitions, and decision making with agency equipment.
Starting point: set after reviewing the group’s experience and training objective.
Long-Gun Precision
Rifle setup, data, positions, environmental factors, observation, and responsible precision in field conditions.
Scope: based on the rifles, optics, distances, terrain, and personnel of the organization.
Law enforcement and first responder medicine
Perform when support is delayed.
Courses are built for verified law enforcement, fire, EMS, search and rescue, security, and public safety personnel working in dangerous, remote, or resource-limited environments.
Patrol Officer Trauma Response
Self-aid and buddy aid, rapid casualty assessment, tourniquet and wound-packing skills in duty gear, casualty movement, emergency communication, and transfer to EMS.
Best for: patrol officers, school resource officers, corrections personnel, and approved security teams.
First Responder Tactical Bleeding Control
Hemorrhage control under time pressure, equipment access while wearing PPE, patient prioritization, team communication, casualty movement, and realistic skills stations.
Best for: fire, EMS, search and rescue, rescue teams, and public safety personnel.
Tactical Casualty Response
Operational treatment priorities, massive hemorrhage, airway and breathing emergency recognition, hypothermia prevention, casualty collection, evacuation, communication, and scenario-based application.
Delivery: course scope and medical skills are matched to student role, agency policy, and instructor credentials.
Active-Threat Medical Response
Law enforcement, fire, and EMS integration; threat-based medical priorities; warm-zone considerations; casualty collection points; movement; communications; and multi-casualty scenarios.
Best for: agencies developing or testing active-threat and rescue-task-force procedures.
Rural & Austere Responder Medicine
Delayed evacuation, remote communication, limited resources, environmental exposure, vehicle, ATV, or animal-related incidents, extended casualty monitoring, and interagency coordination.
Delivery: built around the response area, terrain, transport times, and resources normally available.
Tactical Casualty Response Level II
Team medical planning, leadership, multi-casualty response, extended evacuation, casualty collection, scenario command, equipment configuration, and structured after-action review.
Prerequisite: prior operational medical training or an approved agency-specific equivalent.
Mounted & Remote Casualty Care
Casualty access, patient packaging, movement by litter, animal, ATV, or vehicle, remote communication, environmental exposure, and extended evacuation planning.
Program: available as a focused block or as part of the Horse Soldier Program.

Formal credentialed courses are offered only through an authorized instructor and training-center relationship. TCCC delivery is limited to eligible military audiences and properly authorized programming.
All advanced content is limited by student role, agency policy, applicable scope of practice, instructor credentials, and medical direction when required.
Team development
Build the SOP. Test the SOP.
Teams work through a known operational problem, assign responsibilities, and turn lessons into procedures they can use.
Team Development & Scenario Exercises
Training covers individual responsibilities, communication, coordination, leadership, and decisions. SOP development is part of the course. Teams create or review procedures, test them in progressive scenarios, and refine them through observation and after action review.
Best used for: writing new SOPs, validating current procedures, finding friction, and documenting usable revisions.
Leave with usable work.
Depending on the scope, the organization may leave with draft SOP language, validated procedures, training priorities, and a record of decisions from the exercise.
Specialized program
Horse Soldier Program
Mounted mobility and field skills for approved organizations. There is no public schedule or fixed syllabus.
Every program is written around the mission, terrain, personnel, animals, equipment, and desired outcome.
